The town of Brooten, like many small towns, has a stray cat problem. In some parts of town, as many as 7 or 8 stray cats can be seen roaming the neighborhood. It's too many. The stray cat population of Brooten is too high. Cat and dog owners need to keep their pets on their own property. If they can't do that, they should not be pet owners.
